SUMMARY
This bill:
1)Adds two members to the 9-1-1 Advisory Board-one appointed by
the Assembly Speaker and one appointed by the Chair of the
Senate Rules Committee.
2)Prohibits board members from designating a substitute
representative to act on their behalf at board meetings.
FISCAL EFFECT
Negligible fiscal impact. Board members receive no compensation,
but may be reimbursed for travel and per diem.
�The governor's proposed budget for 2012-13 proposes to
eliminate the board.]
COMMENTS
Background and Purpose . The 11-member board (all appointed by
the governor) meets quarterly and is charged with advising the
Public Safety Communications Division within the California
Technology Agency. The board consider issues of statewide
significance, including oversight of State-Emergency Telephone
Number Account (SETNA).
The 9-1-1 Strategic Plan, issued in 2009, included comments
expressing concerns regarding the effectiveness of the board and
the board's knowledge of public safety answering point (PSAP)
operations. One recommendation of this plan was to remove the
