SUMMARY : Authorizes the San Mateo County Community College
District (SMCCD), until January 1, 2016, to partner with the San
Mateo Chamber of Commerce Economic Development and Growth
Enterprise (EDGE) to establish the San Mateo Innovation Center
Pilot Program for purposes of helping early stage business
ventures to find funding or reach operating stability, and makes
these provisions operative upon appropriation by the Legislature
or receipt of sufficient private funding.
FISCAL EFFECT : According to the Assembly Appropriations
Committee, this bill will result in General Fund (Proposition
98) cost pressure, likely to be at least a few hundred thousand
dollars annually through 2015, for the pilot program.

COMMENTS : Current law authorizes SMCCD to undertake pilot
programs like the one outlined in this bill. However, this bill
is designed to take a proactive step to promote job growth and
business development in the region. While legislation is not
necessary, the author believes that if the bill were implemented
and a program were started at SMCCD, the region would benefit
through job creation by linking up students, academia and the
private sector.
