COMMENTS :
Purpose of this bill . According to the author, "The Task Force
is responsible for providing a plan on the development and
implementation of a new payment dispersal system using
electronic funds transfer technology. The Task Force is no
longer needed because the plan was completed in 2008.
Elimination of the Task Force would help reduce the number of
non-operating boards in our state."
Background . Per information provided by the Board of
Equalization, the Task Force never produced a report. The
reporting requirement was subsequently repealed by AB 1585
(Accountability and Administrative Review), Chapter 7, Statutes
of 2010.
Previous legislation . AB 2098 (Liu), Chapter 818 Statutes of
2006, established the Task Force for the purpose of developing a
plan to implement a new electronic payment dispersal system.
AB 1585 (Accountability and Administrative Review), Chapter 7,
Statutes of 2010, revised the procedure for mandatory and
voluntary reporting requirements and deleted obsolete reports,
including the report due from the Task Force related to the plan
for the development and implementation of a payment dispersal
system utilizing electronic funds transfer technology.
