SUBJECT : Electronic Funds Transfer Task Force

DIGEST : This bill repeals the Electronic Funds Task
Force (Task Force) and its related functions.
ANALYSIS : Existing law establishes the Task Force to
study and report to the Legislature by April 1, 2008, a
plan for development and implementation of a new payment
dispersal system utilizing electronic funds transfer
technology.

Per information provided by the Board of Equalization, the
Task Force never produced a report. The reporting
requirement was subsequently repealed by AB 1585 (Assembly
Accountability and Administrative Review Committee),
Chapter 7, Statutes of 2010.
Comments
Purpose of this bill . According to the author, "The Task
Force is responsible for providing a plan on the
development and implementation of a new payment dispersal
system using electronic funds transfer technology. The
Task Force is no longer needed because the plan was
completed in 2008. Elimination of the Task Force would help
reduce the number of non-operating boards in our state."
Prior Legislation
AB 2098 (Liu), Chapter 818, Statutes of 2006, established
the Task Force for the purpose of developing a plan to
implement a new electronic payment dispersal system.
AB 1585 (Assembly Accountability and Administrative Review
Committee), Chapter 7, Statutes of 2010, revised the
procedure for mandatory and voluntary reporting
requirements and deleted obsolete reports, including the
report due from the Task Force related to the plan for the
development and implementation of a payment dispersal
system utilizing electronic funds transfer technology.
