SUMMARY : Authorizes the Ronald Reagan Centennial Capitol
Foundation (Foundation), in consultation with the Department of
General Services (DGS), to plan a statue of Ronald Reagan in the
State Capitol Building Annex.
The Senate amendments :
1)Delete provisions creating a Ronald Reagan Memorial Review
Committee.
2)Authorize the planning of a statue rather than the
construction of a memorial.
3)Prohibit construction of the statue from beginning until the
Joint Rules Committee has approved and adopted the plan for
the statue, and only if the Joint Committee on Rules and the
Department of Finance determine sufficient private funding is
available to construct and maintain the statue.
AS PASSED BY THE ASSEMBLY , this bill authorized the construction
of a memorial to Ronald Reagan to be erected in the State
Capitol Building Annex. The Foundation would be authorized, in
consultation with DGS to plan and construct the memorial. This
bill also created a Ronald Reagan Memorial Review Committee,
composed of the director of DGS, the State Historic Preservation
Officer, and a member of the Senate and Assembly. DGS and the
Ronald Reagan Memorial Review Committee would be required to
approve the design and other aspects of the memorial. All costs
of planning, construction and maintenance of the memorial would
be required to be funded exclusively through private donations
to the Foundation.
FISCAL EFFECT : According to the Senate Appropriations

Committee, pursuant to Senate Rule 28.8, negligible state costs.
COMMENTS : The Senate amendments to this bill clarify that the
memorial that is contemplated by this bill is a statue of Ronald
Reagan. The amendments also specify that there must be Joint
Rules Committee approval of both the plan and the financing
before construction may begin.
