To the Members of the California State Assembly:
I am returning Assembly Bill 2366 without my signature.
This bill increases the cost of a fix-it ticket issued by a parking
enforcement agency from $10 to $25. Some localities are even
charging as much as $20 for a local employee's signature verifying
that the repair in fact was made.
The combination of fine and fee may encourage the issuance of tickets
solely to raise local revenue with perhaps a disproportionate impact
on the owners of older vehicles. Fix-it tickets should not be a
profit center.
