          SUBJECT  :   Historic State Capitol Commission statutory authority

           SUMMARY  :     Revises the definition of the term, "Historic State 
          Capitol".  Specifically, this bill:

          1)Defines "Historic State Capitol"  to include portions of the 
            Capitol annex building that contain historic fabric as 
            defined, as well as the Capitol Park upon Joint Rules 
            Committee adoption of a park master plan. 

           EXISTING LAW :    In 1981, the Legislature established the 
          Historic State Capitol Commission to provide advisory review of 
          the Historic State Capitol restoration, maintenance, development 
          and management in the area bound by 10th , L, 15th, and N 
          streets in the City of Sacramento.

           FISCAL EFFECT  :  Unknown

           COMMENTS  :  The sponsors of the proposed legislation, the 
          Historic State Capitol Commission, are seeking clarification on 
          the scope of their advisory review.  They are often asked to 
          assist in matters relating to the Capitol Annex and the Capitol 
          Park and currently do not have clear statutory authority to do 
          so.  This measure would clarify that concern.
