SUMMARY
This bill changes several definitions within the Gambling
Control Act. Specifically, this bill:
1)Revises the definition of a "key employee" to any person
employed in the operation of a gambling enterprise in a
supervisory capacity or empowered to make discretionary
decisions with regard to the gambling operations.
2)Adds surveillance managers and supervisors to the definition
of "key employee" for licensing purposes.
3)Deletes the term "pit boss" and replaces the term "shift boss"
to "shift manager."
FISCAL EFFECT
Costs associated with this legislation are minor and absorbable
within existing resources.
COMMENTS
1)Purpose . This bill is intended to make clarifying and
simplifying changes to the act. By changing the definition of
"key employee" for example, the Gambling Control Commission
now has the authority to license anyone who has control over
gambling operations in card clubs. The deletion of the term
"pit boss" and change in the term "shift boss" is due to the
fact that those terms are generally used in Nevada casinos and
not in California's card clubs.

2)Related Legislation . When heard by this committee, AB 1418
(Hall) Chapter 412, Statutes of 2011, was identical to this
bill. However, that bill was subsequently amended to instead
ratify the tribal-state gaming compact entered into between
the State of California and the Pinoleville Pomo Nation,
executed on August 8, 2011.
