Existing
(1) Existing law states the
intent of the Legislature that all California public schools, in
cooperation with local law enforcement agencies, community leaders,
parents, pupils, teachers, administrators, and other persons who may
be interested in the prevention of campus crime and violence, develop
a comprehensive school safety plan that addresses the safety
concerns identified through a systematic planning process and
requires a school to adopt a comprehensive school safety plan.
Existing law authorizes the governing board of a school district
to authorize any organization composed entirely of pupils attending
the schools of the district to maintain activities that are approved
by the governing board.
This bill would state the intent of the Legislature to
enact legislation that would require schools to
encourage all campus clubs and booster organizations to
create and display posters warning pupils of the range of
consequences fo for engaging in
behavior that can result in detention by law enforcement. This
requirement on schools would impose a state-mandated local program.
(2) The California Constitution requires the state to reimburse
local agencies and school districts for certain costs mandated by the
state. Statutory provisions establish procedures for making that
reimbursement.
This bill would provide that, if the Commission on State Mandates
determines that the bill contains costs mandated by the state,
reimbursement for those costs shall be made pursuant to these
statutory provisions.

THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS:
SECTION 1. Section 48939 is added to the
Education Code , to read:
48939. A school shall encourage all campus clubs and booster
organizations to create and display posters warning pupils of the
range of consequences for engaging in behavior that can result in
detention by law enforcement.
SEC. 2 . If the Commission on State
Mandates determines that this act contains costs mandated by the
state, reimbursement to local agencies and school districts for those
costs shall be made pursuant to Part 7 (commencing with Section
17500) of Division 4 of Title 2 of the Government Code.
SECTION 1. It is the intent of the Legislature
to enact legislation that would require schools to create and display
posters warning pupils of the range of consequences for engaging in
behavior that can result in detention by law enforcement.
