SUMMARY
This bill, commencing with the 2013 election, eliminates the
requirement for the Los Angeles Community College District
(LACCD) to conduct a run-off election if no candidate for an
individual seat on the district's governing board receives more
than 50% of the votes in a primary election.
FISCAL EFFECT
The district will realize significant savings, estimated at $3
million to $5 million every two years, to extent the bill allows
the district to avoid conducting an additional (run-off)
election.
COMMENTS
Background and Purpose . Current law requires that board members
of the LACCD be elected at-large and establishes seat numbers
for board member elections. Members hold office for four years.
Elections are held every two years, falling in the odd numbered
years and alternating between office numbers 1, 3, 5, and 7 and
office numbers 2, 4, and 6. If no candidate receives 50% or more
of the total votes cast, the two candidates receiving the most
votes advance to a run-off election. Under this proposal, board
elections will be conducted as a single election without a
run-off. The author and the LACCD argue that the savings from
avoiding a run-off election can instead be directed to their
core mission of serving students.
