           SUMMARY  :  Requires the Department of General Services (DGS) and 
          the Department of Transportation (CalTrans) to develop and 
          implement advanced technology vehicle parking incentive programs 
          in specified DGS- and Caltrans-operated parking facilities to 
          incentivize the purchase and use of alternative fuel vehicles 
          (AFV) in the state.

           The Senate amendments  : 

          1)Delete the requirement that DGS' purchases of AFVs must 
            comprise 50% of new vehicle purchases beginning January 1, 
            2013, and 100% of new vehicle purchases beginning January 1, 
            2015.  

          2)Delete the requirement that DGS shall provide grants or enter 
            into interagency agreements to implement the provisions of 
            this bill. 

          3)Exempt an individual driving an AFV from the prohibition of 
            parking a vehicle 30 feet or more in length, engaging in 
            vending or other commercial activity, on any fringe or 
            transportation corridor parking facility, when that individual 
            is parking in a Caltrans-operated park-and-ride lot that is 
            part of an alternatively fueled infrastructure program. 

          4)Make technical and clarifying changes. 

           EXISTING LAW  : 

          1)Establishes the Global Warming Solutions Act of 2006, 
            requiring the Air Resources Board to establish a statewide 
            greenhouse gas (GhG) emissions limit and to reduce GhG 
            emissions to 1990 levels.

          2)Authorizes DGS to procure vehicle fleet purchases for state 
            and local entities.

           AS PASSED BY THE ASSEMBLY  , this bill required DGS' purchases of 
          AFVs to comprise 50% of new vehicle purchases beginning January 
          1, 2013, and 100% of new vehicle purchases beginning January 1, 
          2015.  

           FISCAL EFFECT  :  According to the Senate Appropriations 
          Committee, potentially minor costs annually from the Service 
          Revolving Fund as DGS is generally implementing the provisions 
          of this bill: 

          1)Beginning 2015, General Fund (GF) and special fund costs to 
            state agencies, for example the California Department of 
            Forestry and Fire Protection (CalFIRE), Caltrans and 
            Department of Water Resources to purchase alternatively fueled 
            medium or heavy duty vehicles.

          2)Unknown GF and special fund costs to purchase AFVs that may 
            not be as cost effective to operate as standard fuel vehicles.

          3)GF and special fund cost pressure to develop new 
            infrastructure, incentive preferential or reduced cost 
            parking, or provide grants for these purposes.

           COMMENTS  :  DGS procures vehicle fleet purchases on behalf of 
          state agencies.  There are existing federal and state laws, and 
          state executive orders, directing DGS to green the state fleet.  
          DGS has met or exceeded those requirements. 

          This bill requires DGS to encourage, to the extent feasible, the 
          operation of state AFVs on the alternative fuel for which the 
          vehicle is designed and the development of commercial 
          infrastructure for alternative fuel pumps and charging stations 
          at or near state vehicle fueling or parking sites.  DGS is 
          currently implementing this bill provision.  

          This bill was amended by the author in the Senate Appropriations 
          Committee to reduce costs by deleting the requirement that DGS' 
          purchases of AFVs must comprise 50% of new vehicle purchases 
          beginning January 1, 2013, and 100% of new vehicle purchases 
          beginning January 1, 2015.
