           SUMMARY  

          This bill requires the Superintendent of Public Instruction 
          (SPI) and the State Board of Education (SBE) to consider persons 
          who teach career technical education (CTE) for membership on the 
          Instructional Quality Commission (IQC).  

           FISCAL EFFECT  

          1)Minor, absorbable GF cost to implement this bill.  According 
            to the SBE, IQC serve without compensation except for 
            reimbursement of authorized travel costs in attending meetings 
            and participating in other activities.  

          2)In 2009, Governor Schwarzenegger vetoed $700,000 GF for the 
            Curriculum Development and Supplemental Materials Commission 
            (now the IQC), which eliminated all GF support for the 
            commission.  To date, this funding has not been restored.    

           COMMENTS  

           1)Background  .  The IQC, formerly the Curriculum Development and 
            Supplemental Materials Commission, is an 18-member advisory 
            board to SBE.  13 of the members are appointed by the SBE and 
            the remaining members are: one member each of the Assembly and 
            Senate, one public member appointed by the Speaker of the 
            Assembly, one by the Senate Rules Committee, and one by the 
            governor.  Commissioners tend to be recognized authorities in 
            a specific subject matter, professors, curriculum experts, 
            K-12 teachers, or community members.  

            The IQC advises SBE on the K-12 curriculum frameworks and K-8

            instructional materials (IM). In doing so, it serves as an 
            intermediary between the field experts and SBE. The commission 
            holds a public hearing on a framework after the Subject Matter 
            Committee hearing and before the SBE hearing on the framework. 
            It also holds a public hearing on IM after content panel 
            members develop their evaluation report and before SBE holds a 
            hearing to adopt the materials. 

           2)Purpose  .  Current law requires IQC members to represent the 
            following subjects taught in public schools: English, social 
            sciences, foreign languages, science, mathematics, visual and 
            performing arts, applied arts, and conservation education.  
            According to the author, "�CTE] is not included on the list of 
            subjects.  Since the committee serves as an advisory committee 
            to the SBE, it is important that all subjects taught in public 
            schools have the same opportunity to serve on the commission. 
            It is important that the commission is representative of all 
            the subjects taught in order to ensure the highest level of 
            course standards."

           3)Recent IQC appointments  .  In March 2012, the SBE approved 13 
            appointments to the IQC.  According to the SBE, "Individuals 
            appointed to the �IQC] will serve staggering terms of up to 
            but no more than four years commencing in March 2012. At any 
            one time, at least 7 of the members must be current classroom 
            teachers, or mentor teachers, or both, who are assigned to 
            teach in grades K-12. All appointments should be broadly 
            representative of various ethnic groups and types of school 
            districts in California."


           4)Limited duties of IQC until 2014-15  .  AB 2 X4 (Evans), Chapter 
            2, Statutes of 2009, specified that local education agencies 
            (LEAs) are not required to purchase IM through the 2012-13 FY. 
            Consistent with the non-purchasing requirement, Chapter 2 also 
            suspended the requirement for SBE to adopt IM or conduct other 
            procedures associated with adoption (i.e., adopting curriculum 
            frameworks) until the 2013-14 school year. SB 70 (Committee on 
            Budget and Fiscal Review), Chapter 7, Statutes of 2011, 
            extended this suspension until the 2014-15 FY. As a result, 
            there is not any need for the IQC to conduct work related to 
            the adoption of IM.  


            AB 250 (Brownley), Chapter 608, Statues of 2011, renamed the

            Curriculum Development and Supplemental Materials Commission 
            the IQC and lifted the moratorium on the development of 
            curriculum frameworks only for the purposes of developing 
            frameworks for the Common Core Standards in English language 
            arts and mathematics.  In light of this exemption, the SBE 
            decided to appoint members to complete this work.  Prior to 
            2012, the SBE had not appointed IQC members to fill vacancies 
            due to the IM moratorium referenced above.
