           DIGEST  :    This bill requires that a city or library 
          district in which a withdrawal from the county free library 
          system becomes effective on or after January 1, 2012, must 
          comply with specified statutory requirements before 
          entering into a contract to operate a library or libraries 
          with a private contractor.

           Senate Floor Amendments  of 8/24/12 delete the prior version 
          of the bill dealing with consideration for appointment to 
          the Instructional Quality Commission and insert the current 
          language to modify the conditions under which a city or 
          library district that withdraws from a county free library 
          system must comply with specified statutory requirements, 
          and change the bill's author.

           ANALYSIS  :    Existing law  provides that if a city or 
          library district's governing board intends to withdraw from

          a county free library system to operate the city's or 
          district's library or libraries with a private contractor, 
          the board must comply with specified statutory 
          requirements.  

          Existing law exempts a city or library district that 
          withdraws from a county library system in Los Angeles or 
          Riverside County from complying with specified statutory 
          requirements if the library or libraries are funded only by 
          the proceeds of special taxes imposed pursuant to state 
          law.  

          This bill requires that a city or library district in which 
          a withdrawal from the county free library system becomes 
          effective on or after January 1, 2012, must comply with 
          specified statutory requirements before entering into a 
          contract to operate a library or libraries with a private 
          contractor.

          This bill, until January 1, 2019, exempt a city or library 
          district that withdraws from a county library system in any 
          other county from complying with specified statutory 
          requirements if the library or libraries are funded only by 
          the proceeds of special taxes imposed pursuant to state 
          law.
