SUBJECT : State employees: memoranda of understanding: addenda.
SUMMARY : Ratifies the provisions of an as yet unspecified
addenda to a memorandum of understanding (MOU) between the state
a state bargaining unit.
EXISTING LAW :
1)Requires, under the State Employee-Employer Relations Act (the
Dills Act), collective bargaining agreements (MOUs) that are
negotiated between the state and exclusive representatives of
each of the 21 state bargaining units be ratified by the
Legislature.
2)Requires the Department of Personnel Administration to provide
the Joint Legislative Budget Committee (JLBC) with each side
letter, appendix, or other addendum to a ratified MOU that
requires the expenditure of $250,000 or more and is not
included in the Budget Act. The JLBC will have 30 days to
determine if legislative ratification was required.
FISCAL EFFECT : Unknown.
COMMENTS : This is a spot bill that will be used to approve
addenda to existing collective bargaining agreements if the JLBC
determines that legislative ratification is needed.
