           SUMMARY  

          This is a spot bill that ratifies the provisions an of as yet 
          unspecified addenda to a memorandum of understanding (MOU) 
          between the state and a state bargaining unit.
           
          FISCAL EFFECT  

          Unknown, the fiscal effect will depend on the side letters, 
          appendix or other addendums to ratified MOUs approved by the 
          Legislature.

           COMMENTS  

           Background.   The Dills Act governs collective bargaining for 
          state employees.  The Dills Act establishes a process for 
          determining wages, hours and terms and conditions of employment 
          for rank and file and supervisory employees.  Under the Dills 
          Act, MOUs negotiated between the state and exclusive 
          representatives of each of the 21 state bargaining units must be 
          ratified by the Legislature.

          The Department of Personnel Administration provides the Joint 
          Legislative Budget Committee (JLBC) with each side letter, 
          appendix or other addendum to a ratified MOU that requires the 
          expenditure of $250,000 or more and is not included in the 
          Budget Act.  The JLBC has 30 days to determine if legislative 
          ratification is required.   If the JLBC determines that a 
          submission requires legislative approval this bill is available 
          to be the vehicle for gaining legislative approval.
