SUBJECT : Energy: renewable energy resources
SUMMARY : Extends for one year three Renewables Portfolio
Standard (RPS) compliance dates enacted by SB 2 X1 (Simitian),
Chapter 1, Statutes of 2011-12 First Extraordinary Session.
EXISTING LAW , under the RPS, as amended by SB 2 X1:
1)Requires the California Energy Commission (CEC), by June 30,
2011 , to study "run-of-river" hydroelectric facilities in
British Columbia to consider specified environmental impacts
and determine whether the facilities are, or should be,
eligible for RPS compliance.
2)Requires the Public Utilities Commission (PUC), by July 1,
2011 , to determine the effective load carrying capacity of
wind and solar energy resources and use those values in
establishing the contribution of those resources toward
meeting resource adequacy requirements.
3)Requires the CEC, by July 1, 2011 , to adopt regulations
specifying procedures for enforcement of the RPS on
publicly-owned utilities.
THIS BILL changes the deadline from 2011 to 2012 for each of the
requirements listed above.
FISCAL EFFECT : Unknown
COMMENTS : SB 2 X1 was signed by the Governor on April 12, 2011,
but has not been enacted because the First Extraordinary Session
has not been adjourned. This bill extends three lapsed
compliance dates for one year to allow a reasonable time for the
CEC and PUC to act. The bill is also presented as a vehicle for
more substantive RPS "clean-up" provisions.
