           SUBJECT  :    Budget Act of 2010

           SOURCE  :     Author


           DIGEST  :    This bill expresses the intent of the 
          Legislature to enact statutory changes relating to the 
          Budget Act of 2010.  This bill also states that it 
          addresses the fiscal emergency declared by the Governor by 
          proclamation issued on December 6, 2010, pursuant to the 
          California Constitution.

           ANALYSIS  :    The California Constitution authorizes the 
          Governor to declare a fiscal emergency and to call the 
          Legislature into special session to enact statutory changes 
          relating to the Budget Act of 2010.  The Governor issued a 
          proclamation declaring a fiscal emergency, and calling a 
          special session for this purpose, on December 6, 2010.

          SB 4X1 through SB 23X1 are vehicles to be used for the 
          2010-11 trailer bills.
