          SUMMARY  :   Designates the month of September 2011 as Prostate 
          Cancer Awareness Month in the State of California.  
          Specifically,  this resolution  makes the following legislative 
          findings:

          1)Prostate cancer impacts all Californians and has touched the 
            Senate of the State of California last year with the passing 
            of Senator Dave Cox after a 13-year battle with the disease.

          2)In California, prostate cancer is the most common cancer among 
            men in all races and ethnic groups; and it is estimated that 
            one in six men will develop prostate cancer in their lifetime. 
            Approximately 25,030 men were predicted to be diagnosed with 
            prostate cancer in 2011; and, each day, more than 11 men will 
            die from this disease.

          3)While prostate cancer is the leading cause of cancer deaths in 
            men, there is little known about the disease; and, there are 
            no symptoms.

          4)If detected and treated early, the survival rate can reach 100 
            percent, but drops to 30 percent when the disease spreads to 
            other areas of the body; which is one reason the American 
            Cancer Society recommends that health care providers offer men 
            the prostate-specific antigen (PSA) blood test and a digital 
            rectal examination (DRE) to make an early diagnosis.

          5)Men who have multiple family members who have been diagnosed

            prior to 65 years of age and all African American men should 
            be offered a PSA and DRE beginning at 40 years of age; and men 
            whose father, brother, or son has been diagnosed prior to 65 
            years of age should be offered a PSA and DRE beginning at 45 
            years of age.
