ASSEMBLY COMMITTEE ON RULES
Nancy Skinner, Chair
SCR 20 (DeSaulnier) - As Amended: May 26, 2011
SENATE VOTE : 38-0
SUBJECT : California Safe Digging Month.
SUMMARY : Proclaims April as California Safe Digging Month.
Specifically, this resolution makes the following legislative
findings:
1)The 811 "Call Before You Dig" program is a vital public
education and awareness program dealing with the safety of
subsurface excavation; and, education is the key to promoting
safe digging practices.
2)California has two "One Call Centers" that provide a free and
effective damage prevention service for Californians; and, the
free notification service has dramatically reduced the number
of accidents causing property damage, personal injury and
interruption of vital services.
3)As California's economy recovers from the recent recession and
stimulates new construction, new construction requires
supporting infrastructure; and, California's underground
utility infrastructure is jeopardized by unintentional damage
caused by those who fail to call 811 before digging.
