           SUMMARY  :  Designates a segment of State Route (SR) 10 as the 
          California Highway Patrol (CHP) Officer Thomas P. Coleman 
          Memorial Highway.  Specifically, this bill:  

          1)Recounts the life and career of Thomas P. Coleman a CHP 
            officer who lost his life in the line of duty.  

          2)Designates the segment of SR 10 in the vicinity of Texas 
            Street, milepost marker 30.377, to South Wabash Avenue, 
            milepost marker 34.288, as the CHP Officer Thomas P. Coleman 
            Memorial Highway.  

          3)Requests the Department of Transportation (Caltrans) to 
            determine the costs of erecting the appropriate signs, 
            consistent with the signing requirements for the state highway 
            system, showing this special designation, and upon receiving 
            donations from nonstate sources covering the cost.  

           EXISTING LAW  :  Assigns Caltrans the responsibility of operating 
          and maintaining state highways.  This includes the installation 
          and maintenance of highway signs.  

           FISCAL EFFECT  :  Unknown.  This bill was withdrawn from the

          Senate Appropriations Committee, pursuant to Senate Rule 28.8.  

           COMMENTS  :  Born in West Covina, Tom Coleman graduated from 
          Damien High School in La Verne and then joined the U.S. Marine 
          Corps.  Following his service in the Marine Corps and graduation 
          from the CHP Academy, Officer Coleman served for seven years in 
          the CHP, the last two on motorcycle patrol duty in the San 
          Bernardino area.  On June 11, 2010, Officer Coleman died as a 
          result of injuries sustained when, during a high speed pursuit, 
          his motorcycle collided with another vehicle.  Officer Coleman, 
          who was known as a wonderful father and husband, is survived by 
          his wife and their two children.  He was 33 years old when he 
          died.
