SUBJECT OF BILL
Department of Defense Budget Cuts.
PROPOSED LAW
Send a resolution to Congress to oppose cuts to the Air
National Guard.
EXISTING LAW AND BACKGROUND
1. With increased budget pressure in Washington, D.C., the
United States' Department of Defense (DOD) is cutting back
to save money.
2. National Guard units, whether land or air, are reserve
components of their active duty counterparts.
2. The Federal Government through the (DOD) makes
strategic decisions regarding the balance of active duty
and reserve components based on national security.
3. The United States Army has made the strategic decision
that for cost saving measures it would like to put more
resources into reserve components.
4. The United States Air Force is going in the opposite
direction and strategically putting more of its resources
into active duty components rather than into reserve
components.
5. This year the 144th Air Wing in Fresno is scheduled to
convert from the F-16 to the F-15 air superiority fighter.
The new mission was to be transferred from Montana. Now
Montana is being considered for an Air National Guard cut
and wants to retain its F-15 mission and not have it
transferred to California.
6. The fight with Montana spawned AJR 31 (Perea), which
never came before either policy committee in either house
of the Legislature.
COMMENT
1. This resolution does not address saving a specific base
or wing; it is asking the U.S. Congress to reconsider the
strategic decisions of the United States Air Force.
