          Majority vote.  Budget Bill Appropriation Takes Effect 
          Immediately

           SENATE VOTE  :Vote not relevant  
           
           SUMMARY :  Contains a technical change to the date of 
          implementation of a Medi-Cal provision contained in AB 97 
          (Budget Committee),Chapter 3, Statutes of 2011 (budget trailer 
          bill, March 2011).  Specifically,  this bill  :

          1)Delays by two months the implementation of the elimination of 
            adult day health care (ADHC) as a Medi-Cal optional benefit.  
            AB 97 provides that ADHC will no longer be a benefit in the 
            Medi-Cal program and that the benefit will end on the first 
            day of the month that follows 60 days after the state receives 
            approval from the federal government to end the benefit.  The 
            state received federal approval on July 1, thereby ending the 
            benefit on September 1, 2011.  This bill delays the date to 
            November 1, 2011.

          2)Adds an appropriation allowing this bill to take effect 
            immediately upon enactment.
