SENATE VOTE : 37-0
SUBJECT : California Runaway and Homeless Youth Month.
SUMMARY : Recognizes the need for individuals, schools,
communities, businesses, local governments, and the state to
take action on behalf of runaway and homeless youth in
California and designates the month of November 2012 as
California Runaway and Homeless Youth Month. Specifically, this
resolution makes the following legislative findings:
1)An overwhelming majority of runaway and homeless youth have
been expelled from their homes by their families, abused at
home, discharged from foster care or other custodial systems;
separated from their parents by death or divorce; are too poor
to secure basic needs; and are ineligible or unable to access
adequate medical or mental health resources.
2)The number of effective programs providing services and
support to runaway and homeless youth in California is a
fraction of what is needed to fully address the needs of these
young people; and the future well-being of our state depends
on our action to provide the most vulnerable young people with
opportunities to find and maintain stable housing and develop
into healthy and productive adults.
3)California Runaway and Homeless Youth Month has been
established to increase awareness and action on behalf of
youth currently living on the street; and, awareness of youth
homelessness and its causes must be heightened to ensure
greater support for effective programs aimed at preventing
homelessness and helping youth remain off the streets.
