           SUBJECT  :    The National Day of the Cowboy

           SOURCE  :     National Day of the Cowboy


           DIGEST  :    This resolution recognizes and designates the 
          fourth Saturday of every July, in perpetuity, as the 
          National Day of the Cowboy, and encourages the people of 
          the State of California to observe the day with appropriate 
          ceremonies and activities.

           ANALYSIS  :    This resolution makes the following 
          legislative findings:

          1. Pioneering men and women together built the strong 
             framework of this nation through their ability to 
             develop farmland, establish ranches, and successfully 
             provide the agricultural products that feed this growing 
             nation and much of the world.

          2. The descendants of those pioneers, and those influenced 
             by their endeavors, have continued that tradition and 
             noble life's work.

          3. Through cultural influence and the spirit of competition 
             among those hardworking ranchers and farmers, often 
             referred to as "cowboys," the rodeo was introduced to

             the West, defining a whole new branch of the ranching 
             and farming experience.

          4. Through their hard work, honesty, and perseverance, 
             cowboys have earned a reputation of integrity, 
             patriotism, and a desire to preserve the uniquely 
             American traditions of their trade.

          5. The young people of this country have embraced the 
             lifestyle of the cowboy through organized activities 
             such as Future Farmers of America, 4-H, and other 
             educational endeavors to prepare them for their role in 
             the ongoing cowboy lifestyle.

          6. Today's cowboys and cowgirls continue to strive to 
             serve, preserve, and perpetuate this very foundation of 
             America's heritage, not only through the efforts of 
             working cowboys, but through the efforts of many 
             statewide organizations that, each day, recognize the 
             significance and value of the cowboy lifestyle.

          7. The cowboy continues to be an excellent steward of this 
             land and its creatures.

          8. The cowboy continues to be a vital part of the nation, 
             and in particular, the economy of this great State of 
             California.

          9. Through determination and skill, commitment, and 
             sacrifice, the farmer, rancher, and cowboy continue, and 
             will continue, to produce the products that feed and 
             clothe this nation.

          10. Through work and through play, in the movies or in the 
             fields, raising crops, herding cattle, raising pigs or 
             sheep, or bronc busting in a rodeo, the cowboy is a true 
             American icon, worthy of recognition and honor.

           OPPOSITION  :    (Verified  3/20/12)

          Action for Animals

           ARGUMENTS IN SUPPORT  :    Professional Rodeo Cowboys 
          Association states they are "pleased to be the leader in 
          livestock welfare in the rodeo industry offering 60 rules 
          to provide for the safety of the livestock that participate 
          in our rodeos.  Rodeo veterinarians assist the PRCA in 
          ensuring that these rules are effective and surveys 
          conducted by veterinarians show the rate of injury to rodeo 
          livestock to be extremely low - .0005 to be exact."

           ARGUMENTS IN OPPOSITION  :    Action for Animals states while 
          supporting the core premise of SCR 70 in honoring our 
          agricultural past, they have some serious reservations 
          about including RODEO COWBOYS therein.  There is a world of 
          difference between ranchers, homesteaders, working cowboys 
          and rodeo cowboys.
