          SUBJECT:

          Highway designations

          DESCRIPTION:

          This resolution names five transportation facilities throughout 
          the state in honor of those who gave their lives in service as 
          peace officers or members of the United States military.

          ANALYSIS:

          The committee has adopted a policy regarding the naming of state 
          highways or structures.  Under the policy, the committee will 
          consider only those resolutions that meet all of the following 
          criteria:

                 The person being honored must have provided 
               extraordinary public service or some exemplary contribution 
               to the public good and have a connection to the community 
               where the highway is located.

                 The person being honored must be deceased.

                 The naming must be done without cost to the state.  
               Costs for signs and plaques must be paid by local or 
               private sources.

                 The author or co-author of the resolution must represent 
               the district in which the facility is located and the 
               resolution must identify the specific highway segment or 
               structure being named.

                 The segment of highway being named must not exceed five 
               miles in length.

                 The proposed designation must reflect a community 
               consensus and be without local opposition.

                 The proposed designation may not supersede an existing 
               designation unless the sponsor can document that a good 
               faith effort has uncovered no opposition to rescinding the 
               prior designation.
          


           This resolution  : 

          1.Designates the Burney Creek Bridge on State Highway Route (SR) 
            299 in the unincorporated community of Burney, located in 
            Shasta County, as the "Deputy Kenneth Fredrick Perrigo 
            Memorial Bridge."

          2.Designates the portion of SR 5 from the Riverside Avenue 
            overcrossing to the North Red Bluff overcrossing in the City 
            of Red Bluff in Tehama County as the "Officer David F. Mobilio 
            Memorial Highway."

          3.Designates the Brighton Street Overcrossing over SR 20 in the 
            City of Grass Valley in Nevada County as the "Gold Star 
            Memorial Bridge."

          4.Designates the portion of SR 5 from the Bowman Road 
            overcrossing to the northbound Main Street on-ramp in the City 
            of Cottonwood in Shasta County as the "Captain Mark Ratledge 
            Memorial Highway."

          5.Designates the portion of SR 39 in the City of La Habra in 
            Orange County from the south city limits to Whittier Boulevard 
            as the "La Habra Police Officer Michael Anthony Osornio 
            Memorial Highway."
          
          COMMENTS:
          
           1.Purpose  .  The author introduced this resolution to honor the 
            life and public service of several individuals who died in the 
            line of duty while serving in the United States Armed Forces 
            or while serving as peace officers in California.

           2.Background  .  This resolution memorizes the lives of seven 
            individuals and names five transportation facilities in their 
            honor, as follows:

                 Shasta County Sheriff's Deputy Kenneth Fredrick Perrigo, 
               who, in 1991, was shot and killed after he arrested two 
               suspects for drinking in public. While transporting the 
               suspects to the station, one of them pulled a gun and shot 
               him. 

                 Red Bluff Police Department Officer David F. Mobilio was 
               shot and killed from an ambush when he stopped at the 
               department's fueling station between 1:30 and 2:00 am
               on the morning on November 19, 2002.


                 The Gold Star Bridge in Grass Valley will honor three 
               Marines:



                     Marine Lance Corporal Adam Strain, 20, a 2003 
                 graduate of Nevada Union High School and resident of 
                 Smartville, who was killed by small arms fire on August 
                 4, 2005, in Ar Ramidi, Iraq. 

                     Marine Lance Corporal  John "JT" Lucente of Grass 
                 Valley, who died November 16, 2005 from wounds sustained 
                 from an enemy hand grenade while conducting combat 
                 operations against enemy forces during Operation Steel 
                 Curtain in Ubaydi, Iraq.

                     Marine Corporal Sean A. Stokes of Auburn, who died 
                 July 30, 2007 of wounds sustained while conducting combat 
                 operations in Taqaddum, Iraq. 

                 Captain Mark Ratledge, 35, of Cottonwood Fire Protection 
               District, was fatally injured at the scene of a vehicle 
               accident along Interstate 5 south of Anderson in Shasta 
               County in February of this year.

                 Officer Michael Osornio of the La Habra Police 
               Department was killed in October of last year when a drunk 
               driver ran a red light at high speed and broadsided his 
               patrol car.
          
           1.Consistent with the committee's policy  .  This resolution is 
            consistent with all of the provisions of the committee's 
            policy on highway designations.
