           SUBJECT  :    California Coastal Protection Week

           DIGEST  :    This resolution designates the week of September 
          8 through September 15, 2012, and the 2nd week of September 
          every year thereafter, as California Coastal Protection 
          Week and urges all Californians to observe that week as 
          California Coastal Protection Week.

           Assembly Amendments  add clarifying changes and co-authors.

           ANALYSIS  :    This resolution makes the following 
          legislative findings:

           1. In 1972, California voters passed Proposition 20, which 
             enacted the California Coastal Zone Conservation Act of 
             1972 by a majority vote of 55.1%; and, Proposition 20 
             created the California Coastal Commission as part of the 
             state's first coastal management program for the 
             protection of significant coastal resources and public 
             access.

           2. Proposition 20 provides the framework for creating the 
             California Coastal Plan; and, the Legislature heeded 
             many of the recommendations in the plan by passing 
             Senate Bill 1277 (Smith), Chapter 1330, Statutes of 
             1976, which enacted the California Coastal Act of 1976.

           3. Since the passage of Proposition 20, the state has 
             created 2,000 new public accessways; designated over 500 
             miles of the California Coastal Trail; protected 
             thousands of acres of beaches, wetlands, woodlands, and 
             dunes from inappropriate development; and, prevented new 
             offshore oil leasing in federal waters minimizing the 
             risk of a catastrophic marine oil spill.

           4. Since the passage of Proposition 20, the state has 
             encouraged, supported, and approved important public 
             infrastructure and energy facilities; and, appropriately 
             sited and designed commercial, residential and 
             visitor-serving development within the coastal zone, as 
             evidenced by the $40 billion coastal economy and the 100 
             million annual visitors.

           5. This year marks the 40th anniversary of the passage of 
             Proposition 20; and, Californians continue their ongoing 
             support for coastal protection through volunteer 
             activities including Coastal Cleanup Day, the largest 
             all-volunteer annual activity in the state.
