          SUBJECT : State Route 905

SUMMARY : Designates a bridge of State Route (SR) 905 as the
Randy Sanchez Memorial Bridge. Specifically, this bill :

1)Recounts the life and career of Randy Sanchez, a former
manager at the Department of Transportation (Caltrans).

2)Designates Spring Canyon Bridge (Bridge No. 57-115 L/R) over
SR 905 as the Randy Sanchez Memorial Bridge.

3)Requests Caltrans to determine the cost of appropriate signs,
consistent with the signing requirements for the state highway
system, showing this special designation, and upon receiving
donations from nonstate sources sufficient to cover that cost,
            to erect those signs.

EXISTING LAW : Assigns Caltrans the responsibility to operate
and maintain state highways. This includes the installation and
          maintenance of highway signs.

FISCAL EFFECT : Unknown. This bill was withdrawn from the
Senate Appropriations Committee pursuant to Senate Rule 28.8.

COMMENTS : Randy Sanchez, a native of New Jersey, worked for
several years for Caltrans and was project manager. In that
capacity, he worked on several projects related to cross border
access on Otay Mesa. On September 21, 2004, a motorist ran a
red light, and struck and killed Mr. Sanchez while he was riding
his motorcycle to work. Mr. Sanchez is survived by his wife
Annette and two children, Ryan and Nicole.
