          BILL SUMMARY:  SB 114 authorizes California community college 
          districts (CCDs) to report the salary on payroll notices and to 
          the State Teachers' Retirement System (STRS) as a percentage of 
          the salary paid for a full-time teaching load.

          STAFF COMMENTS: SUSPENSE FILE.
          
          Existing law allows CCDs to locally bargain the rates of pay for 
          their faculty members, and full-time and part-time faculty 
          members are typically compensated at different rates. CCDs are 
          also responsible for reporting certain faculty payroll 
          information to STRS.

          This bill explicitly authorizes a CCD to calculate the salary of 
          a part-time faculty member, and report that salary on payroll 
          notices and to STRS, as a percentage of salary for a full-time 
          teaching load.  The current version of the bill is entirely 
          permissive of CCD activities and decisions that CCDs already 
          have the authority to make. Thus, is it not expected to result 
          in state costs.
