To the Members of the California State Senate:
I am returning Senate Bill 127 without my signature.
This bill would require the Administrative Director of the Division
of Workers' Compensation, in order to keep the Official Medical Fee
Schedule for physician services appropriately updated, to annually
adopt the Current Procedural Terminology codes, descriptors, and
modifiers published by the American Medical Association.
Updating these codes without updating other components of the fee
schedule, such as the relative values and conversion factors, would
produce neither a more efficient nor accurate physician fee schedule.
The bill is a piecemeal approach which would lead to additional
costs and increased disputes. It also would detract from updating
the fee schedule in its entirety which the Division of Workers'
Compensation is currently doing.
