To the Members of the California State Senate:

I am returning Senate Bill 139 without my signature.

I have signed Senate Bill 26 and issued an executive order to address
the proliferation of cell phones in prison. This measure, which
requires monthly searches and detailed quarterly reports, is too
prescriptive.  It will cost more than $1 million each year without a
commensurate benefit.
