          SUBJECT:

          Ranger Patricia M. Scully Memorial Highway

          DESCRIPTION:

          This resolution names the portion of State Highway Route (SR) 1 
          between SR 84 and Verde Road/Lobitos Creek Road in San Mateo 
          County as the Ranger Patricia M. Scully Memorial Highway.

          ANALYSIS:

          The committee has adopted a policy regarding the naming of state 
          highways or structures.  Under the policy, the committee will 
          consider only those resolutions that meet all of the following 
          criteria:

                 The person being honored must have provided 
               extraordinary public service or some exemplary contribution 
               to the public good and have a connection to the community 
               where the highway is located.

                 The person being honored must be deceased.

                 The naming must be done without cost to the state.  
               Costs for signs and plaques must be paid by local or 
               private sources.

                 The author or co-author of the resolution must represent 
               the district in which the facility is located and the 
               resolution must identify the specific highway segment or 
               structure being named.

                 The segment of highway being named must not exceed five 
               miles in length.

                 The proposed designation must reflect a community

               consensus and be without local opposition.

                 The proposed designation may not supersede an existing 
               designation unless the sponsor can document that a good 
               faith effort has uncovered no opposition to rescinding the 
               prior designation.
          
           This resolution  designates the portion of SR 1 from San Gregorio 
          Road/SR 84 to Verde Road/Lobitos Creek Road in San Mateo County 
          as the Ranger Patricia M. Scully Memorial Highway.  The 
          resolution further requests that the Department of 
          Transportation erect appropriate signs upon receiving donations 
          from non-state sources to cover the costs.  

          COMMENTS:

           1.Purpose  .  The author introduced this resolution to honor the 
            life and public service of Patricia M. Scully. 
          
           2.Background on Ranger Patricia M. Scully  .  Born in Sacramento 
            and raised on a ranch in Rio Linda, Patricia Scully graduated 
            from Rio Linda High School in 1969 and from California State 
            University, Sacramento in 1974.  She served as a ranger in the 
            California Parks and Recreation Service, later renamed the 
            Department of Parks and Recreation, from 1974 until her death 
            in the line of duty in 1976.  Stationed at Pescadero State 
            Park, Ranger Scully was patrolling the state beaches on Half 
            Moon Bay on May 6, 1976 when a drunk driver's vehicle hit her 
            patrol vehicle head-on.  Patricia M. Scully was survived by 
            her parents, four sisters, one brother, and her fianc�e, a 
            fellow park ranger.  She was 25 years old when she died.  
            After her death, her friends and family set up a memorial fund 
            with the National Audubon Society that each year sends people 
            working in environmentally related fields to Audubon training 
            workshops.

           3.Consistent with the committee's policy  .  This resolution is 
            consistent with all of the provisions of the committee's 
            policy on highway designations.
