SUMMARY
This bill authorizes local and regional air pollution control
districts and air quality management districts to sponsor,
coordinate and promote projects that address or reduce air
pollution and to negotiate to share in revenues generated from
the commercialization of intellectual property developed with
district funds.
FISCAL EFFECT
No state costs.
COMMENTS
1)Rationale. The author and sponsor (South Coast Air Quality
Management District) note the lack of existing authority for
local air districts to share in revenue generated by
commercialization of intellectual property developed, at least
in part, with district money. The proponents intend this bill
to explicitly authorize local air districts to arrange such
revenue sharing, thereby increasing the revenues available to
local air districts to fund projects to reduce air pollution
and combat its effects.
2)Support . This bill is supported by the South Coast Air
Quality Management District (sponsor) and the American Lung
Association.
3)There is no formal opposition registered to this bill.
