   An act to amend Section 25255 of the Health and Safety Code,
relating to hazardous materials.

   SB 178, as introduced, Simitian. Hazardous materials: green
chemistry.
   Existing law establishes the Green Ribbon Science Panel and
authorizes the panel to take various actions in assisting the
Department of Toxic Substances Control with regard to identifying,
evaluating, and responding to chemicals of concern in consumer
products.
   This bill would authorize the panel to review regulations proposed
for adoption under the provisions regulating these chemicals of
concern and to make recommendations to the department on related
scientific and technical matters.
   Vote: majority. Appropriation: no. Fiscal committee: yes.
State-mandated local program: no.


THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS:

  SECTION 1.  Section 25255 of the Health and Safety Code is amended
to read:
   25255.  The  panel   Green Ribbon Science
Panel  may take any of the following actions:
   (a) Advise the department and the council on scientific and
technical matters in support of the goals of this article  of
  to  significantly  reducing 
 redu   ce  adverse health and environmental
impacts of chemicals used in commerce  , as well as 
 and reduce  the overall costs of those impacts  to
  on  the state's society  ,  by
encouraging the redesign of consumer products, manufacturing
processes, and approaches.
   (b) Assist the department in developing green chemistry and
chemicals policy recommendations and implementation strategies and
details  ,  and ensure  that  these
recommendations are based on a strong scientific foundation.
   (c) Advise the department and make recommendations for chemicals
the panel views as priorities for which hazard traits and
toxicological end-point data should be collected.
   (d) Advise the department in the adoption of regulations required
by this article. 
   (e) Review regulations proposed for adoption pursuant to this
article and make recommendations to the department on related
scientific and technical matters.  
   (e) 
    (f)  Advise the department on any other pertinent matter
in implementing this article, as determined by the department.
