SUMMARY
This bill enacts the "Local Government Omnibus Act of 2011"
which makes 22 relatively minor, noncontroversial changes to the
laws affecting local agencies' powers and duties, including
deleting obsolete provisions, correcting erroneous provisions
and conforming local government law to recent changes in state
and federal law.
FISCAL EFFECT
Negligible fiscal impact.
COMMENTS
1)Purpose of the bill . SB 194 collects noncontroversial changes
to the state laws affecting local agencies and land use into a
single bill. Sending a bill through the legislative process
costs over $18,000. The committee states that should any item
in SB 194 attract opposition, the Committee deletes it and
through this transparent process, there is no hidden agenda.
If it's not consensus, it's not omnibus.
