          SUBJECT  :  Expositions and fairs: California Science Center: 
          police and security services.

           SUMMARY  :  This bill would allow the Executive Director of the 
          California Science Center (CSC) to appoint specified security 
          and safety personnel if there is no Exposition Park Manager 
          (Manager).

           EXISTING LAW:  

          1)Creates the Sixth District Agricultural Association, known as 
            the CSC.  �Food and Agriculture Code (FAC) section 4101]


          2)Requires CSC to create the position of Manager to be filled by 
            a person appointed by the Governor to manage, schedule, and 
            administer all park-related events, including oversight for 
            the police and security services of the park.  Allows the 
            Manager to appoint specified security and safety personnel.

           FISCAL EFFECT  :  This bill has been keyed non-fiscal by 
          Legislative Counsel. 

           COMMENTS  : 

          According to the author, the budget for CSC has been 
          significantly reduced, which requires changes and elimination of 
          managerial functions.  The 2011-2012 budget passed by the 
          legislature eliminates funding for the Manager.  This bill is 
          needed to transfer the responsibilities of the Manager to the 
          Executive Director of CSC (Executive Director), in order to keep 
          the park running, in the absence of the Manager's office.

          The Manager is responsible for administering all park related 
          events.  Exposition Park is a 160 acre state property located in

          the City of Los Angeles, which includes the county Museum of 
          Natural History, CSC and IMAX, the California African American 
          Museum, the Los Angeles Memorial Coliseum and Sports Arena, the 
          City EXPO Center and other attractions.   

          Opponents state that the Manager, as well as the Office of 
          Exposition Park Management, was created as a result of a state 
          audit report citing the management of the State's interest in 
          Exposition Park were not being properly managed at the time. 
          Furthermore, opponents state that this bill would negatively 
          impact the quality of services provided at Exposition Park. 
           



          RELATED LEGISLATION  : 

          AB 340 (Wright) Chapter 479, Statutes of 2001, established, 
          statutorily, the position of Exposition Park Manager appointed 
          by the Governor's office and transferred the authority to 
          appoint the chief and assistant chief of museum security from 
          the executive director of the California Science Center to the 
          park manager.

          The 2011-2012 Budget Act, SB 69 (Leno), passed by the 
          Legislature would eliminate funding for the Office of the 
          Exposition Park Management.  This bill was vetoed by Governor 
          Brown on June 16, 2011.
