SUMMARY
This bill requires the Office of the Small Business Advocate
(OSBA), located within the Governor's Office of Business and
Economic Development (GO-Biz), to post specified information
about the Department of General Services' small business
advocate on its website.

COMMENTS
1)Purpose. According to the author, the Office of Small
Business Advocate only lists the name and telephone numbers of
individual department small business liaisons on its website,
not the name and phone number of the DGS advocate. The author
notes current law requires DGS to maintain an outreach and
education program to assist certified small businesses in
accessing state procurement processes and requires each state
department to designate a small business advocate as a liaison
to small business suppliers.
2)Small Business Preferences. The Small Business Act (SBA),
administered through DGS, was implemented more than 30 years
ago to increase the participation of small business within the
state's procurement process. In 1989, a disabled veteran
owned business enterprise (DVBE) component and a 3% annual
procurement participation goal were added to SBA. While
existing law has no annual small business goal, since 2001
there have been four Executive Orders (EOs) specifying a 25%

annual goal for small business participation in state
procurement. The DGS small business advocates helps small
businesses interact with the state.
3)History . SB 301 has not been heard in the Senate; it was a
gut-and-amend in the Assembly Jobs Committee.
4)There is no registered opposition to this bill .
