BILL SUMMARY: SB 317 reauthorizes participation by the
Department of Fish and Game in the amended version of the Kings
River Fisheries Management Program. The bill authorizes the
Department to contribute up to fifty percent of any capital
costs incurred by local partners under the program.

STAFF COMMENTS: SUSPENSE FILE. AS PROPOSED TO BE AMENDED.
Prior law, (SB 1794, Costa, 2000) authorized the Department of
Fish and Game to participate in the Kings River Fisheries
Management Program, through an agreement with the local agencies
that manage the Pine Flat dam on the Kings River and local water
agencies that use water from the reservoir. The purpose of the
program is to restore fisheries on the Kings River that were
impacted by the development of the dam, as well as to promote
flood control and water supply. Under the agreement and SB 1794,
the Department was authorized to fund 50 percent of any capital
costs incurred under the program. The provisions of SB 1794
sunset on January 1, 2011.
SB 317 reauthorizes the Department to participate in the Kings
River Fisheries Management Program, under the agreement
originally entered into by the state and amended on June 26,
2009. The bill limits the Department's contributions to 50
percent of any capital costs of the program.
Over the last ten years, the Department has spent about $100,000
per year from the General Fund for its contribution to the
program.
