Staff notes this bill previously addressed Medi-Cal
reimbursement rate for ground ambulance services. Recent
amendments deleted those provisions.
SB 359 makes several changes to the code sections governing
health and sanitation standards for retail food facilities.
(Under current law, these standards are enforced by local
agencies.)
Specifically, the bill specifies that employees must wash their
hands before donning gloves for working with food. The bill
prohibits single-use gloves from being washed for subsequent
use. The bill provides that an employee with a lesion or wound
is prohibited from handling food. The bill also makes several
technical changes to the laws governing the use of systems for
washing hands and dishes in mobile facilities.
These provisions, among others, were included in SB 946
(Steinberg, 2011) when it was heard by this committee. That bill

was subsequently amended to address a different subject.
The bill's provisions are not anticipated to impose any
significant additional costs on local agencies that enforce
these positions. Because local agencies have the authority to
impose regulatory fees, the bill does not impose a reimbursable
state mandate.
