To the Members of the California State Senate:

I am returning Senate Bill 393 without my signature.

I commend the author for trying to improve the delivery of health
care by encouraging the greater use of "patient-centered medical
homes."  While this concept is not new, it is still evolving.

For this reason, I think more work is needed before we codify the
definition contained in this bill.
