To the Members of the California State Senate:

I am returning Senate Bill 411 without my signature.

This bill would establish a new regulatory scheme for the private
home care industry.

I understand the argument for stronger oversight, requiring home care
agencies to be licensed and home care aides to be certified.  But
given the economic stresses and uncertainty, I am not prepared to
embark upon the institutional changes and costs that this bill
entails.
