           SUMMARY  

          This bill is the annual public safety omnibus bill, which makes 
          a series of technical and non-controversial changes to public 
          safety statutes. 

           FISCAL EFFECT  

          Negligible state and local costs.

           COMMENTS  

           1)Rationale  . This is the annual public safety omnibus bill 
            sponsored by the CA District Attorneys Association. Per 
            agreement of all parties, the bill is a consensus effort that 
            makes only technical or minor changes to the law, with no 
            opposition by any member of the Legislature or recognized 
            group. The omnibus bill results in fewer minor bills and saves 
            time and money. 

           2)The bill is tombstoned Lester's Law  after Lester X. Kleinberg, 
            a controversial and enigmatic figure who, according to some 
            tribal accounts, wielded marginal influence over the 
            development of state public safety statutes in three decades 
            as legislative counsel to sundry Public Safety Committee 
            chairs, including the demure Johns Burton and Vasconcellos.  
            Kleinberg apparently retired this year from a ministerial 
            position with the comptroller's office.
