BILL SUMMARY: SB 513 would do the following:
- Extend from January 1, 2011 to January 1, 2015, authorization
to collect administrative fees from renderers and collection
centers in connection with rendering. The funds collected are
required to be deposited in the Food and Agriculture Fund.
- Extend from January 1, 2012 to January 1, 2017, a requirement
that every operator of a certified farmers' market remit to the
Department of Food and Agriculture a fee equal to the number of
agricultural producers participating on each market day for the
previous quarter. The funds shall be used by the department
upon appropriation by the Legislature.
- Extend from January 1, 2012 to January 1, 2017, provisions
authorizing civil penalties relating to the conduct of farmers'
markets.
By reenacting provisions requiring collection and deposit of
funds into a continuously appropriated fund, this bill would
make an appropriation.

The Department of Food and Agriculture has jurisdiction for
health and safety practices of licensed renderers, transporters,
and collection centers. The authority to collect regulatory
fees sunset on July 1, 2010.
The certified farmers' market program is funded through an
operator's fee collected by the department based a per stall
fee. The fee revenue supports the county agricultural
commissioner who issues the certificates to the producer and the
market operator and conducts inspection and enforcement
activities at the markets.
