           SUMMARY 

          This bill makes technical and non-controversial changes to 
          various sections of law relating to housing.  Specifically, this 
          bill:

          1)Allows the California Debt Limit Allocation Committee to 
            return a performance deposit when a bond issuer issues less 
            than 100% of the allocation amount.

          2)Updates the California Building Standards Code to reflect the 
            newly adopted Green Code, which was not yet in existence when 
            this section of law was originally enacted. 

          3)Increases the manufactured home recovery fund threshold at 
            which fees may be reduced from $1 million to $2 million.

          4)Updates definitions and fixes incorrect statutory 
            cross-references.

          5)Repeals outdated statutes for financing of the Redding 
            Veterans' Home.
                
           6)Updates the building code requirements to refer to current 
            codes related to seismic safety retrofits that are used in 
            California.

          7)Grants the Department of Housing and Community Development the 
            flexibility to extend loan terms to 55 years.

          8)Combines two separate sections of law that require a portion

            of building permit fees be deposited into the Strong-Motion 
            Instrumentation and Seismic Hazards Mapping Fund.  

           FISCAL EFFECT  

          Negligible.

           COMMENTS  

           Purpose  .  The Senate Transportation and Housing Committee 
          authors this year's housing omnibus bill as a cost-effective way 
          to make a number of minor, non-controversial changes to statute 
          at one time.  There is no known opposition to any of the items 
          in the bill.
