           SUMMARY  


          This bill makes numerous noncontroversial and technical changes 
          to the Vehicle Code.  Specifically, this bill: 

          1)Corrects a drafting error from previous legislation concerning 
            the rights of a legal owner of a vehicle that has been 
            impounded.

          2)Clarifies a local authority's ability to enforce restrictions 
            on the fraudulent use of disabled placards.

          3)States that a repossesor is not required to pay delinquent 
            registration fees on an impounded vehicle, under certain 
            circumstances.

          4)Requires a transit bus operated by a motor carrier that 
            provides public transportation services to be equipped with a 
            speedometer that is maintained in good working order.  

          5)Makes additional technical changes.

           FISCAL EFFECT  

          Negligible state costs.

           COMMENTS  

           Rationale  .  This is the Senate's annual transportation omnibus 
          bill.  It combines several technical, noncontroversial items 
          into one legislative vehicle.
