SUMMARY : Makes technical changes to various Vehicle Code
provisions. Specifically, this bill :
1)Corrects a drafting error in a statute dealing with the rights
of the legal owner of a vehicle that has been impounded.
2)Clarifies that a local authority may enforce restrictions
against the fraudulent use of disabled placards in any and all
parking spaces.
3)Provides that a repossessor is not required to pay delinquent
registration fees on an impounded vehicle, provided the
vehicle is to be towed to an auction for resale at which time
the delinquent fees will be collected and remitted to the
Department of Motor Vehicles (DMV).
4)Requires a transit bus operated by a motor carrier that
provides public transportation services to be equipped with a
speedometer that is maintained in good working order.
5)Corrects a chaptering-out error that occurred when two bills
last year - SB 857 (Budget and Fiscal Review Committee),

Chapter 720, Statutes of 2010, and AB 2499 (Portantino),
Chapter 599, Statutes of 2010 - both amended Vehicle Code
Section 42007.
6)Includes provisions to avoid inadvertently chaptering out AB
1298 (Blumenfield), a bill dealing with mobile billboards
displayed on parked vehicles.
EXISTING LAW : Contains statutes in the Vehicle Code dealing
with various transportation-related topics.
FISCAL EFFECT : According to the Assembly Appropriations
Committee, this bill will result in negligible state costs.
COMMENTS : This is the Senate's annual transportation omnibus
bill. It combines several technical, noncontroversial items
into one legislative vehicle. Its various provisions correct a
drafting error in prior legislation, clarify a local authority's
ability to prohibit or regulate the parking of vehicles in a
disabled person's parking stall or space, make it easier for a
repossessor to obtain a vehicle from impoundment on behalf of
its legal owner, require a transit bus operated by a motor
carrier to be equipped with a working speedometer, and correct a
chaptering-out error that occurred when two bills amended the
same section of the Vehicle Code.
