SENATE VOTE : 38-0
SUBJECT : Veterans: Homeless Veterans
SUMMARY : This bill adds a requirement to the California
Department of Veterans Affairs (CDVA) Strategic Plan.
Specifically, this bill : requires the CDVA to include in its
strategic plan:
1. A review of the goals and objectives relating to
homeless veterans, to determine whether the methods the
department uses to plan, analyze, develop, monitor, and
implement the strategic plan will likely decrease
homelessness among veterans.
2. A determination of the number of homeless veterans
in this state and the number of those veterans who
received benefits from state or federal programs,
including, but not limited to, the number of homeless
veterans in need of multifamily or transitional housing
and the number of those veterans who received benefits
for those needs.
In addition, the CDVA must transmit the strategic plan to the
Chairman of the Senate Committee on Veterans Affairs and the
Chairman of the Assembly Committee on Veterans Affairs.
EXISTING LAW : The CDVA currently produces a strategic plan and
annual reports.
FISCAL EFFECT : According to the Senate Appropriations Committee,
unknown but less than $50,000 per year.
COMMENTS : The CDVA already considers special needs populations
in its Strategic Plan, including specific consideration of
homeless veterans, and could include all of the items in the
bill without legislation. The bill will mandate the inclusion
of this information and require it be transmitted to the
Assembly and Senate Veterans Affairs Committees.
