To the Members of the California State Senate:

I am returning Senate Bill 737 without my signature.

I agree with the author's intent to clarify and simply the regulation
of organized camps, but this measure does not achieve this goal. I
am directing the Department of Public Health and Department of Social
Services to work with the author and interested advocates to resolve
this issue in the coming year.
