To the Members of the California State Senate:

I am returning Senate Bill 745 without my signature.

While I support the author's intent to protect students from
potentially disparate admissions treatment under district of choice
programs, current law already contains appropriate safeguards and I
have not been presented with evidence that demonstrates that a
problem exists that warrants a statewide directive.
