          BILL SUMMARY: SB 752 requires the Department of Fish and Game to 
          provide purchasers of hunting and fishing licenses with the 
          opportunity to voluntarily disclose their personal contact 
          information to certain non-profit conservation organizations.

          STAFF COMMENTS: This bill meets the criteria for referral to the 
          Suspense File. 

          Under current law, a hunter or angler must purchase a license to 
          take fish or wildlife. In addition, in order to take certain 
          species of fish or wildlife, a hunter or angler must often 
          purchase a specific stamp or endorsement in addition to the 
          basic license. The Department of Fish and Game is in the process 
          of replacing the existing paper-based licensing process with a 
          computerized Automated License Data System. This computerized 
          system will allow hunters and anglers to purchase licenses, 
          tags, and stamps over the internet or at special kiosks at 
          sporting goods stores and other locations.

          SB 752 requires the Department to provide hunters and anglers 
          with the ability to voluntarily share their contact information 
          with certain non-profit conservation organizations when they 
          purchase a license, tag, or stamp through the Automated License 
          Data System.

          The bill requires the Department to share disclosed contact 
          information only with non-profit conservation organizations the 
          Department determines have legal non-profit status, have goals 
          and objectives directly related to the conservation and 
          management of fish and game species, and have worked with the 
          Department in the previous three years to perform habitat 
          conservation work, facilitate hunting and fishing activities, or 
          raise funds for the Department.

          The bill authorizes the Department to charge participating 
          non-profit organizations a fee to cover the Department's costs 
          to oversee the program.

          In order to allow hunters and anglers to authorize the release 
          of their contact information, the Department will have to modify 
          the Automated License Data System at an estimated cost of about 
          $25,000. In addition, the Department will incur startup costs to 
          develop procedures for sharing information and certifying 
          eligible non-profit organizations of about $40,000. The 
          Department will incur ongoing costs of about $40,000 per year to 
          review the eligibility of non-profit participants and distribute 
          contact information. In future years, some portion of the 
          program's ongoing costs may be recovered by the Department 
          through fees on participating non-profits.
