           SUMMARY  

          This bill requires a registered dispensing optician (RDO) that 
          acquires ownership of a business from another RDO to file a 
          notice with the Medical Board of California (MBC) within 10 days 
          of the completion of the transfer of ownership.

           FISCAL EFFECT  

          Negligible direct state fiscal impact.

           COMMENTS  

           Rationale  . Current law requires the registration certificate of 
          an RDO business to be posted at all times in the business 
          location.  According to the author's office, there is no 
          consideration that would allow a RDO business to remain open 
          during a change of ownership, as the MBC requires that the 
          physical registration certificate be furnished in order to 
          process the change.  The author states, and the MBC concurs, 
          that the bill will provide a process for a change of ownership 
          that allows the RDO to remain open while the documents are being 
          properly processed.
